PROCEDURES
FOR CONDUCTING THE ALL INDIA TRADE TEST FOR THE AWARD OF
NATIONAL
TRADE CERTIFICATE (NTC) ISSUED BY THE DGET, MINISTRY OF LABOUR,
GOVT. OF INDIA

| 1. |
All India Trade tests (AITT)
will be conducted by the NCVT for the award of National Trade Certificates |
| |
(NTCs) to those trainees who
qualify for the test. |
| |
|
| 2. |
The trade test will be held
once in a year in the month of July. |
| |
|
| 3. |
The supplementary trade test
will be conducted in January/February every year. |
| |
|
| 4. |
Eligibility of Trainees to appear
in the Trade Test: - |
|
|
|
| |
(i)
|
Trainees of the ITIs/ITCs who have completed
the prescribed period of training are eligible. |
|
(ii)
|
Trainees who put in 80% minimum attendance are
eligible to appear for the test. |

|
| 5. |
The date of commencement of AITT will be fixed
by the DGET (Secretary, NCVT) and intimated |
| |
to the State Govt. and other concerns in advance. |
|
|
| 6. |
DGET will supply the trade test paper to all State
Govt/U.T. administrators in both Hindi and |
|
English languages. |
| |
|
| The
All India Trade Test conducted by the NCVT consists of subjects viz., |
| 1. |
Practical,
including sessional mark.
|
| 2. |
Trade Theory including sessional
work. |
| 3. |
Workshop Calculation and Science
including sessional work. |
| 4. |
Engineering Drawing including
sessional work. |
| 5. |
Social Studies. |
| |
|
| Re-valuation of Answer Books of
All India Trade Test |
| Re-valuation of answer books is not permissible. |
|
| Re-counting of marks of All India
Trade Test |

In case of failed candidates,
the answer book would only be checked to the extent of re-totaling
the marks |

and checking the portion lest
unmarked, if any. |

Fee of Rs.10/- per paper would
be charged from the failed candidates for this purpose. |

|
| All India Skills Competition |
| 1. The All India Skills
Competition is conducted at two levels-State Level and All India
Level. |
|
|
(a).
STATE LEVEL COMPETITION |
|
The best trainees in each of the 10 trades (Fitter,
Turner, Machinist, Electrician, Foundry man, Welder, Mechanic Motor
Vehicle, Instrument Mechanic, Cutting & Tailoring and Electronics
Mechanic) from each ITI are eligible to participate in this competition.
On the basis of this competition the best trainees amongst the qualified
trainees in each of the 10 trades are selected at State Level.

(b).
ALL INDIA LEVEL COMPETITION |
|
The best trainees in each of the eligible 10 trades
at the state level competition are eligible to compete in the competition.
The best trainees amongst the qualified trainees in each of the
10 trades are selected on the basis of this competition at all India
level.

|
The
competitors who fail even in one subject should be declared
not qualified. From amongst the qualified competitors only
the best should be declared in each trade who scores the
highest marks and less than 70% marks in Practical.

| 3.Norms
of eligibility for All India Skills Competition |
|
(a)
Candidates passing with grace marks will not be considered
eligible at any level under the All India Skills Competition.
(b)
If more than
one candidate scores the same highest aggregate marks in
the All India Trade Test or All India Skills competitions,
the candidates who score more marks in Trade Practical will
be declared eligible.
(c)
If aggregate
and marks in Trade practical are the same for more than
one candidate, then all such candidates will be declared
eligible.
(d)
As the subject
Social Studies has no direct bearing on the skill competitiveness
of trainees, the marks obtained in the subject need not
be taken into account for selecting trainees to appear in
skill competitions held under CTS/ATS.

| (4).
Declaration of the best trainee at the All India Level Competition |
| The competitor who stands first, after qualifying in the competition will
be declared the best trainee (Winner) in his trade, provided
he scores a minimum of 70% of the maximum marks in the Practical
test. |
|
|
| (5).
Awards under the scheme |
| (i). |
Merit Certificate to the best
trainee in each of the 10 trades in each ITI. |
| (ii). |
Merit Certificate to the best trainee in each trade
at the state level competition. |
| (iii). |
Merit Certificate and cash prize of Rs.6000/- to
the best trainee in each trade at the All India Level Competition.
|
| (iv). |
Merit Certificate to the best
ITI in each trade whose trainee stands first in the All India level
competition. |
| (v). |
Running shield to the State,
whose trainees secure the highest total marks in all the trades in
All India level |
|
Competition. |

| Trade
Test Procedure for the Craftsmen Training Scheme (CTS) under the aegis
of N.C.V.T |
|
|
1.
The National Council for Vocational Training (N.C.V.T)
will conduct all-India trade tests for the award of National
Trade Certificates (NTC) to those trainees who qualify for
the test.
2.
The trade test will be held once in a year in the
month of July in engineering as well as in non-engineering
trades.
3.
The supplementary trade test will be conducted at
selected ITIs in January/February every year.
4.
Eligibility of the trainees to appear in the trade
test: The following categories of trainees/candidates will
be eligible to appear in the All India Trade Test (AITT)
for the award of NTC:
(a)
Trainees of the Industrial Training Institutes/Centers
who have completed the prescribed period of training depending
on the trades.
(b)
Trainees of private institutions affiliated to the
NCVT, State/Central Government training centers integrated
under the Craftsmen Training Scheme after the completion
of one year or two years training depending on the trades.
5.
Eligibility condition for appearing in the AITT under
CTS in respect of private candidates
(a)
Only those candidates, working in establishments
implementing Apprenticeship Training programme would be
allowed to appear in the trade test under CTS as private
candidates. However suitable test for the experienced candidate
working in teaching/training Institute other than ITIs and
in various Govt. departments not implementing apprenticeship
training scheme may be conducted under the aegis of SCVTs
and those who qualify these tests may be allowed to appear
in AITT as private candidates. Besides the State Director
may also pay attention to encourage part-time training facilities
in ITIs.
(b)
The applicants who possess a minimum of 5 years
experience in the relevant trade should be considered
eligible for appearing in the AITT under the CTS as private
candidates. The experience so acquired should be on full
time basis and not on part time basis.
(c)
There should be no relaxation in the minimum prescribed
qualifications for a particular trade for appearing as private
candidates. However vocational instructors sponsored by
State Governments may be allowed to appear in AITT under
CTS as private candidates provided they possess a minimum
of 5 years of Industrial/teaching experience in the relevant
trade and minimum prescribed educational qualification.
(d)
Apprentices under the Apprentices Act, 1961 who have
failed six times in the Trade Tests for the National Apprenticeship
Certificate can appear as private candidates in the corresponding
ITI trade only. This will be only applicable to such apprentices,
who have not qualified earlier for the award of National
Trade Certificate by the NCVT.
6.
The dates of commencement of the All-India Trade
Test will be fixed by the Director of Training DGET (Secretary,
National Council for Vocational Training) and intimated
to the State Governments and others concerned at least two
months in advance.
7.
The Director of Training (Secretary, NCVT) will make
arrangements to set question papers both for practical as
well as theory (related instruction) including the bill
of material and special tools, instruments and gauges, if
necessary, for each trade and instructions for assessment
by appointing suitable experts, as far as possible, from
the industry six months in advance of the trade test.
DGET
will supply the trade test paper to all State Governments/U.T.administrations
in both Hindi and English languages.
While
conducting trade test, question papers should be so designed
that elements of allied areas are suitably covered along
with the elements of curriculum of the basic trades in order
to enable trainees to acquire required multi-skills according
to present-day requirements.

| Special
Rule |
|
The State Director may seek permanent affiliation
by forwarding the inspection report to the Secretary, NCVT, New
Delhi. The State Director need not wait for any instruction in this
matter from Secretary, NCVT. He may grant permission to the management
of the Institute to admit trainees in the trades/units, which have
been recommended for permanent affiliation by the Standing Committee.
It should however be made clear that in case permanent affiliation
is not granted, final trade test and certification would be the
responsibility of respective SCVT.
