The objectives of the scheme are

(i) To ensure a steady flow of skilled workers in the different trades for the industry.

(ii) To raise the quality and quantity of industrial production by systematic training of workers, and

(iii) To reduce unemployment among the educated youth by and equip them for suitable industrial employment.

Industrial Training Department is an agency for implementing training programmes according to the syllabus and standards prescribed by National Council for Vocational Training (NCVT), the apex body under Ministry of Labour, Govt. of India. Training, Trade Test and certification are done by the Industrial Training department as per the norms and schedules framed by the NCVT. For this there are 32 Govt ITI's, 391 Private ITC's and 41 ITC's under SC/ST Development Departments functioning.

The following training programmes are conducted by the Department

(i). In this State Craftsman Training Scheme conducted in 38 NCVT trades through 32 ITI's and 419 ITC's.

(ii). Special Component Plan Scheme for SC/ST trainees

20 units in 15 ITI’s are exclusively for SC/ST candidates. Moreover 51% of seats at ITI, Arynad (Trivandrum District) is reserved for SC candidates. Also 80% of seats of ITI, Nilambur (Malappuram District) is reserved for SC/ST candidates.

(iii). Kerala Labour Welfare Fund Board Scheme

This department provides vocational training to the candidates selected by the Labour Department for dependents of their employees in 12 ITI’s for 23 units of trades.
