Procedures for Getting Affiliation of ITI/ITC/Trade/Unit with National Council for Vcational Training (NCVT)
 

GENERAL INFORMATION

The Craftsman Training Scheme (CTS) was introduced by Government of India to ensure a steady flow of skilled workers in different trades for the industry. The administration of the training organization is under Director General of Employment and Training (DGET), Ministry of Labour, Government of India and the advisory body which function as the central agency is the National Council for Vocational Training (NCVT). There are state councils corresponding to the national council to deal with all matters relating to vocational training at the state level (SCVT) All India trade test (AITT) will be conducted by NCVT for the award of National Trade Certificate (NTC) to those trainees who qualify the test after successfully completing training from ITIs / ITCs.

 

1. NEW TRAINING INSTITUTES / TRADES

Training institutes may be in Government sector or in private sector. Institutes started by State Government are called ITIs and those started by the private agency are called ITCs(Industrial Training Centres).

 

  (a) For opening new Training Institutes / Centres

(i)                 The new institute should, as far as possible, be located in Industrial estates or in close proximity to them.

(ii)                No institute should ordinarily have the capacity of more than 1000 seats.

(iii)              The following factors shall be taken into consideration while deciding the location of a new institute.

1.                  Availability of plentiful supply of electric power.

2.                  Employment potential in the area.

3.                  Industrial concentration or potentiality for industry to develop in the area.

4.                  Availability of suitable land

5.                  Availability of plentiful water supply.

6.                  Good communication.

7.                  Danger of migration from rural to urban areas.


(b) For introduction of new trades, change of trades and expansion of Training Centres.

The following factors should be taken into account while formulating proposals for the introduction of new  trades / additional units.  

(i) 

Utilization of existing idle capacity by conversion of surplus seats from the trades in which there is no  
demand to the trades for which there is a pressing demand.

(ii)

Present demand as measured by the number of applications received at the time of admission.

(iii)

Potentialities as assessed on the basis of specific developments in the region, for example growth of industry 
in the neighborhood etc.

(iv)

 Potentials are assessed by employment market information surveys, wherever these are conducted.

(v)

Employment potential or availability of further apprenticeship training facilities in the trades.

2. Land, Building & Staff

3. Procedure for starting new ITCs

State Director in charge of the Craftsman Training Scheme will notify in the leading newspapers of the state to receive particulars in the prescribed proforma from the agency/ individual seeking permission to start training on the patterns of the CTS from the August session of the following year.

The applications received by the State Director after the due date will not be normally entertained, However the applications received later up to specific date could be given consideration, if a late fee is deposited by the applicant.

The management of the center shall make necessary arrangements and provide necessary infrastructural facilities for the proposed trades and units as per prescribed norms.

The State Director, if satisfied with the arrangements of the center by conducting preliminary inspection, shall constitute a standing committee for inspection before admission of trainees.

The standing committee, after verifying available infrastructural facilities and arrangements made for starting training may recommend permanent affiliation for the deserving trades / units only, clearly indicating the conditions, if any on their recommendations.

The Management / Principal of the proposed ITCs shall not admit trainees at any cost in any unit / trade without the receipt of order from DGET or State Directorate. Violation of this condition will be viewed seriously.

4. Procedure for starting additional trades / units.

All additional trades / units to be started in permanently affiliated center are required to be started with prior approval of the concerned State Director in – charge of training. The State Director will ensure that the additional trade / unit gets qualified to NCVT based on inspection and recommendation of a duly constituted standing committee. Inspection report of such additional trade / unit duly recommended by the standing committee must reach DGE&T sufficiently early so that the processing can be completed well in advance of the starting of a new session in August.

The proposal for additional unit in 2nd shift should only be submitted with / after base unit has been affiliated. Also, the management  / Principal should never admit trainees in the additional unit / trade without the receipt of relevant order from the State Directorate to start additional unit.

5. General condition

1.      The management of the proposed institute shall make all arrangements and provide necessary infrastructural facilities like tools and equipments, accommodation / building and staff etc for the proposed trades / units as per the prescribed norms of the NCVT.

2.      One unit of the trade means 12/16/20 trainees per batch depending upon the designed trades. In case of affiliation of one unit of a trade of two year duration, admission shall be done only in the alternate year and in the case of trades of one year duration admission may be done every year in case where two units of a trade are affiliated in two shifts. i.e., one unit in each shift the trainees should not exceed the total strength of two units i.e., 24/32/40 depending upon the trade, during the whole period of the training.

3.      The institute (existing or new) is not allowed to start any new trade or unit without the prior approval of the State Director in charge of Training, Hence the Management / Principal of the ITCs are directed not to admit trainees at any cost in any unit / trade without the receipt of order from DGET or State Director.

4.      In order to ensure that standards of training as prescribed by NCVT are maintained, periodic follow up inspection of affiliated institute/trades shall be done by the State Director.       

5.      Affiliated institute/trades failing to maintain the prescribed standard of training are to be deaffiliated on the basis of inspection report.

6.      In case of availability of trained instructors they must be trained with in a period of 3 years from their appointment failing which the affiliation granted is liable to be withdrawn.

7.      The word “Industrial Training Institute” should be suffixed to the names of Government Institutions and “Industrial Training Centre” should be suffixed to the names of institutions in private sector

This may be insisted upon for all future cases.   As far as the existing institutions are concerned the institutions may be advised to change the name accordingly.   Similarly the term “Regional” etc, should not be used with name of ITCs.

8.      The institute should adopt the standard laid down by The National Council for Vocational Training in the matter of syllabi, list of tools and equipments, shop layouts, methods of training and trade testing in force from time to time.

9.      While preparing the list of tools, equipments, machinery etc care should be taken to furnish all items in the same serial order as given in the syllabi. The serial number given in the syllabi itself is to be invariably reproduced.  Addition/alteration in the quantity available and shortage are to be enumerated and shown clearly.

10.  List of tools, equipments and machinery of the trades/units which are already affiliated and now sought for affiliation is to be consolidated separately.

11.  List of tools and equipments should be based on latest syllabi.

12.  For affiliation of fresh trades/units where already similar trades are existing, a comprehensive proposal mentioning the details of machinery and equipment already existing for the affiliated trades and provided additionally   for the additional trades should be given.  For example, for Fitter trade where already 2 units (1+1) are affiliated then while submitting proposal for the 3rd unit, equipment details for the existing affiliated 2 units and for the fresh trade/unit (3rd unit) should also given.

13.  In case of affiliation of additional unit in the second shift or in the same shift the DGET reference under which the affiliation was granted to this Institute is to be indicated.

14.  Building plan and site plan should be properly prepared to some suitable scale by competent authorities and duly authenticated by him.

15.  The site plan should indicate nearest motorable road in the plan for the proper location of the institute.  It should include other prominent buildings in the near vicinity for proper identification.  Nearest bus station, town, accessibility to the location, distance etc should also be given in the plan for fixing the route/programme by the inspection team.

16.  Layout plan of the entire institute building (existing) including administrative block etc are to be drawn to scale.  Also all the workshop/Class rooms for each trade/unit both affiliated and now sought for affiliation are to be shown with dimension (in metre) and area (in sq. metre).  Area of proposed building/workshop will not be taken into account for grant of affiliation.

17.  Instructors for Workshop calculation and Science, Engineering Drawing, Social Studies, Language, Driving etc. are to be appointed wherever necessary.

18.  The Principal should be a technically qualified person.  The instructors should have adequate experience in the relevant trade and also trained in principles of teaching.

19.  The Management/Principal of the center shall note the points mentioned in the directions given to the Inspection team.  They can refer these guidance and make arrangements accordingly.

6.Submission of Application form

While submitting the filled up application forms, attested copy of all documents should be enclosed. The Principal should also sign and affix the seal of the institute. The application form and enclosures should be prepared in A4 size paper and submitted in the following order.  

1.                  Checklist, Application form (Annexure-I)

2.                  Copy of affiliation order in case of ITCs.

3.                  Copy of proof for ownership of the land and building / Copy of the lease agreement if rented.

4.                  Copy of the list of tools & equipments

5.                  Copy of the layout plan, detailed plan of workshop, classrooms, administrative building, land etc.

6.                  Copy of the list of staff.

Note :
1. Unsigned & defective applications will be rejected & no further correspondence will be entertained in such cases
2 The Management should submit application a fresh for starting new ITC/additional trades or units in existing ITCs
. except for the trades / units already affiliated.
3 The schedule of receipt and processing of application is fixed by the Government and will be notified separately.

7.Submission of Annexure III

1.

The following guidelines should be observed while preparing ‘Annexure III’except
(a) Admission position and standing committee recommendations in the
INDEX PROFORMA BY STANDING COMMITTEE &
(b) PROFORMA FOR RECOMMENDATION BY STANDING COMMITTEE

2.

The enclosure to the Annexure III should be in the following order. 

    (a)                Index proforma by the standing committee.

(b)               Recommendation by the standing committee.

(c)                Annexure III page 1 to 6

(d)               Tools list as shown in the Annexure III format & Infrastructure.

(e)                Building plan in A3 size.

(f)                 Site plan in A3 size.

(g)               In case the space provided in the Annexure III is insufficient separate sheets may be attached in serial order as in the annexure.

(h)                Proof for connected load of power supply.

(i)                  Proof for ownership of land & building  / Lease agreement.

(j)                 Copy of affiliation order in case of the existing institutes.

(k)               List of shortage of items if any.
